Frank Ancrum
City of North Charleston Small Business Enterprise Manager

About Frank:

Frank P. Ancrum III is an accomplished Third-Party Logistics (3PL) specialist, entrepreneur, and community advocate whose career spans logistics, biology, government contracting, and business leadership. Born and raised in Charleston, South Carolina, Frank’s roots in the historic Old Village of Mt. Pleasant have instilled in him a dedication to service, hard work, and a passion for helping others succeed.

He holds a Bachelor of Science in Biology, with additional studies in Psychology and Sociology, from Francis Marion University. Frank’s early career involved research roles at Coca Cola Consolidated and the National Red Cross Testing Lab. In 2004, his career took an international turn when he accepted an opportunity with LOGCAP III, working in operations and transportation in Iraq and Africa with Halliburton and Kellogg, Brown & Root. This experience equipped him with a deep understanding of global logistics and supply chain management in challenging environments.

Frank returned to the U.S. and founded Healing Hands Transportation, a Non-Emergency Medical Transportation company serving Charleston-area medical patients. In 2012, he expanded his entrepreneurial pursuits by establishing Hard Hat Transportation, LLC (HHT), a North Charleston-based 3PL firm specializing in transportation, warehousing, and logistics for various industries, including industrial and construction sectors. Under his leadership, HHT has evolved into a trusted logistics partner, leveraging his commitment to customer service and innovative solutions.

As a result of his dedication to seeing others win, his pedigree, and his passion for small business development, Frank was hired as the new Small Business Enterprise (SBE) Manager for the City of North Charleston, SC. This position is part of a newly created department established by the city’s first-time Mayor, Reggie Burgess, and his administration. In this role, Frank supports the growth and success of local businesses, drawing on his extensive experience and passion for entrepreneurship to foster economic development.

Frank is also committed to mentoring future business leaders and logistics professionals. He has participated in several educational programs, including the JE Dunn Construction Minority Contractor Development Program, the SBA Charleston Emerging Leaders Program, and the Turner School of Construction Management. His professional affiliations include Omega Psi Phi Fraternity, Incorporated, the Trident Real Estate Association, and being a Charter Board Member for Big Brother Big Sister Low Country.
